No. The GIF is made entirely in your browser using ffmpeg compiled to WebAssembly. Your clip is read from your device, converted on your device, and saved back to your device. Nothing is uploaded, and there is no account.
GIF is an old format and not very efficient, so file size grows fast with length, frame rate, and width. To keep it small, use fewer seconds, a lower frame rate, and a smaller width. A few seconds at 480px and 12 fps is a good balance.
GIFs balloon in size with length, so the tool uses the first seconds you choose (up to 60). Set the length field to control how much of the clip is included.
